Declaration Honoring the United States and Mexican Law Enforcement Officials and Armed Forces on Successful Arrests and Extraditions

Mexico City, September 18, 2023 - The United States and Mexico work jointly to address the complex security issues that most concern our countries to protect our peoples from violent criminals and the poison of fentanyl.

We recognize the commitment of U.S. and Mexican law enforcement officials who work on our shared security to ensure our peoples are safe and prosecute those who commit crimes.

We honor the men and women of the U.S. and Mexican law enforcement whose commitment brought "El Ratón," Ovidio Guzmán, to justice, as he has been indicted for drug trafficking, money laundering, and other violent crimes.

We honor the memory of the 12 Mexican soldiers of the Secretaría de la Defensa Nacional (SEDENA) who died in his arrest.

We also honor the memory of the 14 Mexican Marines of the Secretaría de Marina (SEMAR) who paid the ultimate sacrifice to capture Rafael Caro Quintero.

The United States is committed to working with Mexico on his extradition, so he is accountable for his crimes.
