He said many of the persons committing heinous crimes are irredeemable, "and these are sometimes terrorist-like activities that are taking place in the country, and so I feel compelled to add my voice to the many voices that are calling for the imposition of the death penalty".
The first-term MP said he was compelled to speak his conscience on the matter and urged the prime minister and Justice Minister Delroy Chuck to see how best cases can be sped up in the courts so the death penalty can be carried out.
Cousins said criminals must be made to understand that for every action, there is an equal and opposite reaction that ought to follow.
Jamaica last carried out the death penalty when murder convicts Nathan Foster and Stanford Dinnal were hanged on the gallows of the St Catherine District Prison on February 18, 1988.
